Prior to the federal election in Germany, we the CARAVAN for the Rights of Refugees and Migrants, together with other anti-racist and political groups as well as individuals will, by an action tour through five cities in North Rhine-Westphalia (NRW), draw public attention to the situation of the refugees and migrants. As always during the election campaigns the bourgeois parties try to attract voters at the expense of refugees and migrants, who are blamed for the growing unemployment, for the deterioration of the education system, and for the fall of “German or civilized western” values. Although the established parties dissociate themselves from the ultra-Right parties like the Nationalistische Partei Deutschlands (NPD, Nationalist Party of Germany), they themselves lay the basis for a Rightist racist atmosphere in society. Laws like the new Immigration Law (Zuwanderungsgesetz) and such reforms as the Hartz Reforms promote segregation and exploitation. Thus such a policy prepares the ground for racist attacks and for racist parties. Politicians, no matter from which party they are, and despite their call for tolerance within society, have for years been responsible themselves for a policy that is creating victims en masse. Through such a policy, “fortress Europe” is legitimized, whereas the role of German foreign and domestic policy serving German monopoly capital is hidden, although this has been responsible for poverty and wars worldwide.
Together we oppose this policy and demand our basic rights. We do not allow this policy to classify and split us according to our origin or to our social or residence status. With solidarity we fight for a humanitarian society free from exploitation and without borders.
With the CARAVAN Tour in NRW, we oppose the federal and state policy responsible for
· an intensified deportation policy
- that employs drugs and physical force and bodily harms people
- throws out the traumatized and the ill from hospitals
- that tears families apart
- that sends back ethnic minorities to unstable conditions
- that denies education to the youth
- that sends back children, who have grown up here, to societies they are not familiar with
- that sends back people to war-torn regions and to the hands of tyrants
· segregation of people into camps (lagers), deportation camps and prisons
· employment bans
· limitation of movement (e.g., Residenzpflicht)
· payment in goods and vouchers in order to increase the pressure on the refugees, to control them and to expose them to the society as refugees
· wears people down by keeping them in insecure, poor and cramped conditions of existence
Stop the humiliating conditions of life in Germany, the racist special laws and deportations!
Right of residence for everybody – now and immediately!

Within the Z-ABschaffen Campaign and the demonstration on August 29, 2005 in Bielefeld, we will oppose the state-institutionalized racism. The ZAB (Zentral Ausländerbehörde – Central Foreign Office) is responsible for humiliating treatment of refugees. The ZABs are responsible for planning and organizing deportations. The ZABs are symbols of state racism and racism in general and must be abolished.

DO REFUGEES AND MIGRANTS HAVE ANY CHOICE? (RALLY AND PODIUM DISCUSSION)
The Bleiberecht.Com and the CARAVAN will hold a rally in Solingen to bring the situation of the refugees and migrants in public attention and present especially the situation of the stateless Lebanese in Solingen. After the rally from 7pm there will be a podium discussion in Forum vhs (Clemens-Galerie, Mummstraße, 3.Etage). Participants are representatives of the parties presenting their program with respect to refugees and migrants, Bleiberecht.com, the CARAVAN, and a lawyer.

MEMORIAL AND PROTEST DEMONSTRATION
Together the SPI (Socialist Party of Iran) and the CARAVAN will recall the murder of over 7,000 political prisoners by the Iranian government after the end of the war between the Iranian and the Iraqi states. During the war, millions lost their lives and the military industry of the First World including that of Germany amassed great profits. Additionally we will demonstrate for the rights of refugees and migrants. We will emphasize the practice of the Central Foreigners Register and recall the police brutality cases in Köln.

AGAINST STATE ORDERED SEGREGATION!
(DEMONSTRATION)
On July 23, 2005, the refugees in Ratingen, together with the CARAVAN and other local groups protested against the harsh policy of the city of Ratingen. Refugees in Ratingen face employment bans and the transfer to forest camps outside the city. They are given vouchers with any cash and, even after being accepted, do not get their residence permit. The city tries to break the solidarity of the refugees by making false promises to groups of refugees. All in order to force them to “voluntarily” leave the country. The emphasis of the actions will be the forest camp in Ratingen and the voucher system.

In Dusseldorf we protest in unity against state racism and for our rights. We will especially protest against the September 28, 2005 decision of the NRW government to refuse permanent residence to refugees with a Duldung (tolerated stay). We will also demand a stop to the mass deportations from Düsseldorf airport and demand the airline companies to stop reaping profits from human lives.
